The Ministry of Labour, Welfare, and Social Insurance (the “Ministry”) announced that from the 13th of September 2021, the provisions of the Social Insurance (Contributions) (Amendment) Regulations of 2017 (Regulations 167/2017) have entered into force.
With the new system, employers will be able to register as employers electronically but also to register their employees.
The main changes are:
1. Registration of new employer
The application for registration of a new employer is submitted no later than one (1) day before the date that the applicant is expected to become an employer.
2. Electronic registration of new hires through ERGANI
Every employer must notify the Social Insurance Services for each new recruitment, no later than one (1) day prior to the recruitment date. The filling of the relevant details are made electronically via Information System ERGANI. The current system for the registration of new hires (SISNET) will allow the registration of new hires with commencement date up to 13/09/2021 and new hires from 14/09/2021 onwards will be registered via ERGANI.
It should be noted that from the 13th of September 2021 the issue and use of the “CERTIFICATE OF COMMENCEMENT OF EMPLOYMENT” (hard copy) is abolished.

In addition, the Ministry has appointed Communication Officers at each District Social Insurance Office for further information and assistance.
3. Recruitment register
Each employer must keep a recruitment register which should be kept in order of their recruitment date and include the following personal data for each employee:
- Ascending sequential number,
- Full name,
- Identity Card Number,
- Social Insurance Number,
- Recruitment date and
- Date of commencement of employment
Note: You cannot register a new employer on the ERGANI system nor can you use it to maintain a recruitment register. The ERGANI system’s use is currently only for the registration of new hires.
